A Governance Framework for Military AI Agents

ABSTRACT

This paper proposes a governance framework for military AI agents capable of autonomous reasoning, planning, and execution. The authors identify six categories of governance failure that can occur in autonomous systems, including loss of human oversight and misaligned operational objectives. The framework introduces mechanisms to maintain meaningful human control over agent behavior. The research highlights the growing need for governance structures as AI agents become more autonomous.
